Updated July 25, 2024 - On June 15, 2023, the Chief and Council of the q̓ic̓əy̓ (Katzie) First Nation approved the issuance of soil and tree removal permits for the Eagle Meadows Business Park (EMBP), located at the northeast corner of Bonson Road and Wharf Street within Katzie First Nation Reserve No 1. Preliminary construction-related activities are currently underway for the EMBP.

Eagle Meadows Business Park

Katzie First Nation’s Rights and Title
All development on Katzie Reserve No. 1 is under the jurisdiction of the q̓ic̓əy̓ (Katzie) First Nation, the sole approving authority. To find out more about Katzie’s inherent right to self-government and self-determination visit katzie.ca/governance.
The City of Pitt Meadows recognizes the q̓ic̓əy̓ (Katzie) First Nation’s inherent right to self-determination. Additionally, the City respects the Katzie’s right to enhance their economic success through development of their lands. The City is committed to progressing roadway, sanitary, fire services, storm and water systems agreements to facilitate the development of EMBP.
What to Expect
Preliminary construction-related activities are currently underway for the EMBP. To prepare the current ground conditions for the construction of two industrial buildings, there will be commencing site preparation activities including Rapid Impact Compaction (RIC) works, which includes an excavator mounted hydraulic hammer. Wales McLelland Construction sent a notice to nearby residents on July 5, 2024.
- Timing: This work started on Monday, July 15, 2024, and will continue until mid to late October 2024.
- Hours of Work: Monday to Friday, from 8:00 a.m. to 5:00 p.m.
- Traffic:
- There are no anticipated traffic impacts related to this work.
- Truck activity including hauling of materials to and from the project site will continue.
- Road users are advised to use caution and follow direction from traffic control personnel when travelling in the project area.
- Impacts:
- While this work is taking place, a temporary increase of noise can be expected.
- As required, the contractor will implement mitigation measures to help address these concerns.
- Vibration monitoring will be in place during this work including vibration sensors at various locations surrounding the work area.
A construction management plan will be implemented to help reduce impacts to adjacent areas. Trucks staging on Bonson Road will not be permitted and frequent cleaning will be scheduled.

Mitigation and Safety Measures
To ensure the safety and integrity of nearby homes and buildings, a third-party subcontractor of the EMBP developer is monitoring vibrations on a daily basis using multiple vibration monitoring sensors. Five monitors have been installed in the surrounding area—two on-site and three off-site. These monitors capture real-time data on the frequency and duration of vibrations during construction activities and send alerts if vibrations exceed the maximum threshold. This threshold has been established based on the subcontractor's experience in identifying levels that could cause structural damage. The daily data collection helps ensure that all work stays within permissible vibration levels, protecting nearby buildings and roads from potentially damaging vibrations.

Works Previously Completed
Soil and tree removal activity have been conducted. The initial work included the installation of erosion and sediment control measures and the establishment of site access from Bonson Road and Wharf Street.
Secondary Access
Since 2019, the q̓ic̓əy̓ (Katzie) First Nation and the City of Pitt Meadows have been advocating to the Province of British Columbia, TransLink, the Ministry of Transportation and Infrastructure, and the City of Maple Ridge for a secondary access to Katzie lands, creating an additional route to Bonson Road. TransLink has been progressing a secondary access study and a larger Golden Ears Way Corridor Study (GEWCS), which includes development of Katzie IR-1 lands and access accommodations. More information and consultation on those items are anticipated in the coming months. The City and Katzie will continue these efforts to help build for the long-term future of all communities.
Offsite Upgrades
Prior to construction, the following infrastructure can be anticipated:
- Upgrades to the sanitary main along Bonson Rd from Fraser Way to Bruce Drive; and
- Culverting of the existing ditch along the east side of Bonson Road and a new storm outlet to the Fraser River at the south end of Bonson Road.
Upon conclusion of the development, the following infrastructure can be anticipated:
- Bonson Road from Fraser Way to Bruce Drive will be slightly widened and repaved, including bike lanes;
- A new illuminated pedestrian network along the western and southern boundaries of the site, establishing a pedestrian link with tiered landscaping along Bonson Road and Wharf Street;
