The City of Pitt Meadows is committed to providing safe, reliable drinking water to homes and businesses through its water distribution system. This is why the City requires that certain properties install plumbing devices—called backflow preventers—that prevent harmful substances from entering the water system.
Some activities on private properties, such as using chemical sprayers, irrigation systems, or dry-cleaning equipment, can create situations—known as cross-connections—where drinking water could come into contact with harmful substances. If water flows backward through these cross-connections, contaminants from the property can enter the water system and potentially affect drinking water throughout the community. This is one of the most significant threats to public health in the water supply industry.
The City’s Cross-Connection Control Program (CCP) helps to protect public health by requiring certain properties to install, test and maintain approved backflow preventers. The City's CCP was established in November 2010.
Your Responsibility
Property owners and occupants have a responsibility to ensure that no cross connections exist on their property, as stated in the Waterworks Bylaw.
Other responsibilities include:
- Reporting any cross connections or backflow incidents to the City;
- Installing, repairing, and maintaining an accepted backflow preventers and assemblies (the type of device required depends on the risk level based on the use of your property);
- Annual backflow prevention assembly testing (Download Test Form);
- Compliance with Waterworks Bylaw No. 2891, 2021 and Cross-Connection Control Policy C022;
CCP Implementation
Currently, the City is in the process of assessing water service connections and are contacting property owners with the backflow prevention requirements. This involves a desktop assessment of what connections the property has and what uses are permitted on the property in order to evaluate the potential risk. Program implementation is currently focused on the higher hazard water use properties, including agricultural, industrial, commercial and institutional properties.
The City’s CCP is guided by the provisions of the City’s Waterworks Bylaw and Cross-Connection Control Policy.
Installing a new Backflow Prevention Assembly?
Prior to installation of a backflow prevention assembly, you are required to complete a building permit application. Once the installation of the device is complete, it will need to be inspected. At the time of inspection, a Backflow Assembly Report will be required. Please call 604-465-2428 to schedule your inspection.

Accepted Backflow Prevention Devices
Backflow prevention devices, if properly installed and maintained, allow water to flow in only one direction. Water can flow from the public water system to the customer's property, but not in the other direction.
The type of device that is suitable for your property is based on the degree of hazard your property presents to the public water system. The most common types of backflow devices used are:
- Severe Risk - Reduced Pressure Backflow Assembly (RPBA) – must be tested annually
- Moderate Risk - Double Check Valve Assembly (DCVA) – must be tested annually
- Minor Risk - Dual Check Value – not testable
Types of Backflow Prevention Devices

Premise Isolation
Premise Isolation is having a backflow prevention device installed at the point where the water service enters a property. This provides the proper level of protection from the property, reduces the potential of bypass connections and provides consistency.
The following properties are required to have Premise Isolation at the property line:
- Industrial
- Commercial
- Institutional
- Agricultural
